Project Overview

The General Services Administration (GSA), Jacobs Engineering, and Hensel Phelps Construction Co. are extremely excited to begin constructing one of the most exciting buildings to come to San Diego in a long time. The New San Diego US Courthouse was designed by the accredited architect Richard Meier & Partners and will cover an approximate 2.6 acres in downtown San Diego.

This new facility will encompass approximately 467,000 gross square feet and will rise 16 stories above downtown. The Courthouse will accommodate 98 non-public underground parking spaces, and will include 6 District Courtrooms with an initial build out of 12 Chambers. The estimated cost of construction is about $300 million and the ground breaking took place in November 2009.

This project will provide amazing opportunities for the local San Diego workforce and the San Diego contracting community. The guidelines for this project include a very heavy emphasis on meeting specific Small Business goals. The goal for this project is 45% Small Business which includes Small Disadvantaged Business, Women-Owned Small Business, HUBZone Small Business, Veteran-Owned Small Business, and Service-Disabled Veteran-Owned Small Business. In order to achieve these goals the entire construction team will be working diligently with local community organizations, trade associations, and various other government agencies.

We expect bid packages to begin hitting the contracting community in early 2009. Hensel Phelps is planning several Community Outreach Events throughout the end of 2008 and early 2009. In order to be qualified to bid and work on any federal project, all contractors, regardless of size, must be signed into both the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).

We look forward to creating a path to partnership with all qualified contractors, suppliers and vendors. This project will prove to be one San Diego’s finest structures, not just in design but in working with the entire community.
